(+) Government Continues Public Service Improvements

Permanent Secretaries will undergo more frequent reviews under the Performance Management System.
These are the words of Public Service Commission Chairman Josefa Serulagilagi who said, while the review of civil servants performances will be carried out on a yearly basis, the review for Permanent Secretaries will be carried out more often.

Meanwhile Serulagilagi adds from here on civil servants will have to prove themselves to be eligible for a pay rise.
With government now targetting to put all civil servants on contracts, he said this will enable PSC to implement the merit based increment system.
Serulagilagi adds there will no longer pay increments across the board for civil servants.

This all sounds wonderful. But will it be implemented and sustained? All civil servants are 'public servants'. They are paid with public money from taxation. "Governments do not HAVE money". There is no requirement in the 21st century for public servants to have 'quarters' or cars even which are paid for from taxation: certainly not for their private use. They should have their own houses: owned or rented and they might receive allowances from the State for both. All state property used as residences should be sold off; ditto vehicles. This will bring about self reliance and the ability to think in a responsible way giving always a priority of service to those who remunerate them: taxpayers (corporate and individual).
